The Mining Code of Angola, enacted in 2011, regulates all aspects related to prospecting, exploration, the exploitation of solid minerals and mineral water resources in Angola. The law is not available on any official website of the government. The official version of the primary law is in Portuguese and there are no official translations of the law into other languages. The value of Angola’s diamond has been increasing by 11% to near $ 150 per carat form about & 135 per carat in 2013. The entity responsible to attribute licenses is the Ministry of Geology and Mines. The country's mining contracts are not available on resourcecontracts.org and that is one of the reason’s why Angola is not an EITI member.
