The Decree No. 54-1110 (1954) regulates the prospecting, exploration, mining, possession, holding, circulation, trade, and transformation of mineral substances in Comoros. The regulatory framework for the sector includes the Conditions d’exercice des activités minières 1958 and Réglementation de l’exploitation des carrières 1903 and these regulations are to be interpreted alongside the primary law and other laws of Comoros. The official version of the Code is in French and there is no official translation of the law into other languages. The government regulating entity is the Ministry of Energy, Water and Hydrocarbons.
